On July 21, 2026, with Fénix workers trapped at +4,500 masl under two meters of snow, a satellite phone located them and reaching them required advancing with heavy machinery prob Infobae; to evacuate them a helicopter was brought from Buenos Aires prob press, and the ground operation was carried out by the police, Gendarmería, volunteer firefighters, Civil Protection, the Provincial Highway Agency and the mining companies prob mining press. There was no professional service to call from within the province: of the 16 companies in the official air ambulance transport listing, none declares Catamarca, and only two have a helicopter. In the Catamarca puna there are four lithium operations; the regional benchmark for altitude health is what Rio Tinto declared in 2023 for its Rincón camp, in Salta: 4 doctors, 2 emergency rooms, 3 ambulances and medical flights from its own airstrip, and the provincial chamber declared 6 members in health and 1 in air solutions in its 2023 registry. Replicating that package four times costs on the order of USD 21 M a year; buying it shared, the USD 3-9 M/year this market is worth. That difference is the business. And there is one detail that changes everything: we found no Argentine standard of fitness for work at high altitude — today each company decides how much health it puts in the puna. The day one is issued, this demand stops being optional.

The selling window is open NOW: the Jul 21, 2026 rescue was done with volunteer firefighters and a helicopter that was not in the province. The peak of people up top runs 2026-2029, but the operating core is perpetual — and a national high-altitude standard would make it mandatory overnight.

What the market is made of

The TAM is activity, not what you will invoice. The operator's medical direction, the HSE standard handed down by head office and the clinic that already comes inside the camp are captive: they are not tendered. And the helicopter contract can be settled by corporate purchase with an international operator without ever passing through Catamarca. Your real gap is the middle of the sandwich: the outsourced on-site medical cover with an SLA, the fleet of altitude ambulances with crew, the rescue brigade and altitude fitness-for-duty done here instead of sending the worker down to the lowlands. That is the addressable segment.

See the full breakdown
the clinic as part of the camp, which is built by the camp contractor and belongs to that niche thesis; the fitness-for-duty work the ART already channels to established providers thesis. And capture by outside providers: an aeromedical evacuation contract can be settled by corporate procurement with an international operator or with the Chilean chain without passing through Catamarca thesis. The same pattern was seen with Tres Quebradas' Chinese geomembrane, which came in on 16 trucks via the Paso San Francisco in November 2022 prob, and at a plenary session of the Catamarca mining suppliers' chamber, in Belén in February 2026, some attendees said that POSCO brought its own suppliers from Korea for the construction of its plant and, once it was finished, turned them into service companies prob.
Addressable share

USD 1.2-3.5 M/year addressable by a local or domestic entrant estim: the outsourced on-site medical cover with an agreed service level, the fleet of altitude ambulances with crew (with their maintenance and certified calibration), the extreme-weather rescue brigade, the regional coordination of the mass-casualty protocol and altitude fitness-for-duty performed in Catamarca: there is already a mining occupational medicine center in the province, outside the puna verif, and in the puna itself we found no one who performs the altitude exam unconf.

See the full breakdown
The rotary wing enters only as a consortium with a licensed air operator thesis. Hombre Muerto Oeste's 95.34% verif and Fénix's 60% verif are percentages of what is paid to suppliers, not by category, and under the national regime only goods and works count, not services; separately, the provincial registry obliges each mining company to award at least 70% of its contracts to registrants verif. None of them guarantees this segment thesis.
Entry range for a supplier

USD 0.5-1.5 M/year for a new entrant within 2-3 years estim: 1-2 on-site medical cover contracts (USD 0.6-1.6 M/year each) plus 2-4 ambulances with crew plus the fitness-for-duty package for 1,000-2,000 workers (USD 0.25-1.2 M/year). The helicopter does not enter the 2-3 year wedge: it requires the air operator certificate from the aviation authority, an aircraft with enough ceiling and power for 4,000 meters, and 3 signed subscribers thesis.

▸ Leverage, not a guarantee — and a distinction is worth making. Altitude fitness remains discretionary while there is no national rule, and therefore cuttable. But since January 2026 preparing for winter is no longer entirely so: a provincial resolution establishes a winter procedure from May 1 to September 30 that serves to plan evacuation, cold-weather gear and the stockpiling of supplies, and it obliges mining companies to provide means and personnel for search and rescue tasks. That part of the service now has a calendar every year.

Who really pays?

Each operator pays for its own on-site shift; the helicopter only adds up if several pay for it together. There are three doors and the third does not exist yet:

The operator and its ART, directly: it is the door that already has supply prob 2023 ↗

This is the link with supply: the provincial chamber listed 6 health members in its 2023 category map —medicines, equipment, ambulances and medical assistance— prob. The nearest Salta provider sells pre-employment and periodic examinations, remote medical care and a 4×4 ambulance for hire prob. In the province, outside the puna, there is already a mining occupational medicine center that performs pre-employment and periodic examinations verif; where the Catamarca worker's altitude exam is performed today we did not find published unconf; if they have to travel down to the lowlands, that is where the proximity gap lies thesis.

If you sellOn-site medical cover and the site polyclinic (doctors, nurses, resuscitation bay, ambulance with crew)
→
Each operator separately, going first through its own supplier registry, not the provincial one verif Feb 26, 2025 ↗

Whether on-site medical cover is in-house staff or a contracted service is not published unconf: Fénix has an on-site medical center with a doctor 24 hours a day verif, and Rio Tinto declared in 2023 four permanent doctors, two emergency rooms and three ambulances at its Rincón camp, in Salta prob. According to Galan's notice to the Australian stock exchange of January 6, 2025, Hombre Muerto Oeste's Phase 2 permit covers ponds, plant, on-site laboratory, power and infrastructure prob; whether it includes a clinic is not confirmed unconf. A life-or-death service is homologated by a corporate health and safety audit, not at a business round: the first filter is the supplier registry of Rio Tinto, Zijin, POSCO or Galan thesis.

If you sellThe medical helicopter on availability and the extreme-weather rescue brigade (the link that does not exist)
→
Several operators together (the consortium of the radius, or the chamber): none of them justifies it alone prob Sep 10, 2023 ↗

In the July 2026 storm the helicopter came from Buenos Aires and the mining companies themselves arranged it prob, and the ground operation was coordinated by the police, Gendarmería, volunteer firefighters, Civil Protection, the highway agency and the mining companies prob. The shared model already exists in the Salta puna: at the Rincón salar, Rio Tinto has an agreement with Puna Mining to reinforce, with shared resources, the response to a mass-casualty accident prob. What is missing is not the buyer, it is the provider thesis. Four subscribers at USD 0.7-0.9 M/year each finance it; one alone does not estim.

▸
The lesson: the part already bought is bought separately and is the smallest; the big part —the air and the rescue— only closes if it is sold once to four clients at a time. This niche is not won with one client: it is won with a consortium. And there is a figure the law publishes every six months that puts the retainer in context: between 1 September 2026 and 28 February 2027, a fatal accident requires paying $76,236,060 as a one-off additional compensation, on top of whatever indemnity applies.

When the window opens

In high-altitude health the market is moved by two things you can watch: how many people are up there, and what the State requires. Today the State requires little, and one thing in so many words: the provincial resolution of January 2026 requires the mining companies to «cooperate in providing adequate means and personnel for search and rescue tasks», and its winter procedure serves to plan evacuation, cold-weather clothing and the stockpiling of supplies for periods of isolation. These five numbers are the ones that give notice.

What to watchWhat changes when it happensStatus
The companies authorised for air ambulance work, and how many have a helicopter
It is the supply of the link that sets the price of everything else. If an operator appears with a base in the northwest or with a high-altitude helicopter, the consortium wedge closes.
41 aircraft from 16 companies as of 14 September 2026, counted against the complete list.
See the evidence
Only two operators have a helicopter —Flight Express and Rotorway— and the other 34 registrations are fixed-wing, so they depend on a runway. ⚠️ The list does not publish an address: what can be stated is that none of the 16 declares Catamarca in its corporate name, and that the only one declaring a province is the state aviation directorate of Salta
verif Sep 14, 2026 ↗
The workers exposed above 4,000 metres
It is the denominator of the cost per head and what makes the shared retainer between operators viable or not.
around 1,500 in pure operation and between 2,400 and 4,400 at the peak, midpoint 3,400. ⚠️ The ceiling is a linear sum of the four peaks and assumes a simultaneity no source supports estim Aug 30, 2026
Whether a national fitness-for-work rule for high altitude appears
The day it does, demand stops being discretionary and becomes mandatory. It is the only fact that multiplies this market overnight.
we did not find it as of September 14, 2026 prob our own search and 2023 press.

What does exist, and gets confused with it, is Resolución 61/2023 of the Superintendencia de Riesgos del Trabajo, which is about structural height —falls—, is grounded in the construction decree and does not mention altitude once across its three annexes verif Official Gazette. What signals the game has changed
The niche is discretionary because there is no standard (permanent — the killer specific to this line)

There is no Argentine legislation setting fitness criteria for work at high altitude prob El Tribuno with Rio Tinto's medical coordinator, 2023: each company decides its own health infrastructure.

See the evidence
The source puts the vacuum in the mouth of Río Tinto's medical coordinator speaking about operations at four thousand meters, and the standfirst of that same article places the vacuum from 3,500 meters. With no legal floor, altitude health is the first line cut when costs bite, and there is nothing to prevent lowering it. The very fact that creates the gap (nobody provides it) prevents setting the price. And the day a national standard of fitness for work at high altitude is issued, the spending stops being negotiated company by company: that is the niche's greatest leverage. The negative claim about the law in force comes from Salta press, not from a normative sweep of our own.
Lithium carbonate price (acute 2026-2027, permanent thereafter)

If the price does not recover, the remaining stages do not start and the peak headcount up on site never happens: the TAM stays at its perpetual floor of USD 3-7 M/year.

See the evidence
Concrete signal: Tres Quebradas stage 2 already has a published RIGI resolution —Jul 29, 2026, with USD 594,136,000 of computable investment verif Resolución 1153/2026, against the USD 709 M announced—, and so does Sal de Oro stage 2 —Resolución 1157/2026, Jul 31, 2026, with USD 207,936,427 computable verif Resolución 1157/2026—: its plant was inaugurated on Oct 6, 2026 verif Presidencia de la Nación. Precedent that the adjustment reaches the workforce: in Sep-2024 the press reported 100 confirmed layoffs at Concat, a contractor on the Fénix project, and termination notices at two other construction companies, attributed to the fall in the lithium price prob press.
Delay or cancellation of stages (2026-2029)

Hard deadlines, verified in the Official Gazette: Fénix Phase 1B with works estimated Jul-2024 → Nov-2026, first production already achieved in Q2 2026, and a minimum investment deadline of Dec 1, 2026; HMW deadline Dec 31, 2029.

See the evidence
If only what is already resolved goes ahead, the exposed headcount is ~1,500-2,400, not 4,400, and the TAM moves toward the floor.
Internalization or import through the operator's chain (permanent — the most likely)

Rio Tinto can shut it out with its global standard and its own medical coordinator; Zijin imports part of its inputs through its own chain (in November 2022, 16 trucks of Chinese geomembrane for Tres Quebradas came in via the Paso San Francisco prob El Ancasti).

See the evidence
and some attendees at a plenary session of the Catamarca mining suppliers' chamber, in Belén in February 2026, said that POSCO brought its own suppliers from Korea for the construction of its plant and that, once it was finished, it turned them into service companies prob mining press, February 2026. The helicopter is contracted through corporate procurement, not at Catamarca's B2B round.
See the remaining 4 risks
The ninth clause of the Salta-Catamarca agreement (latent, permanent)

The boundary between the two provinces is not defined in the area verif annex to Salta's Ley 8523; Salta maintains that 134 of the salar's 586 km² belong to it prob national press, 2019.

See the evidence
on May 10, 2021 Sáenz and Jalil agreed to split in equal parts the taxes and royalties of the disputed area, and the ninth clause renders the agreement void once Congress settles the boundary by law verif annex to Salta's Ley 8523. For a supplier this is not geography: it is roots. A service registered in Catamarca's Re.P.E.M. (2-year domicile, 50% local partners, 70% Catamarca payroll) can end up on the wrong side if an operation starts being counted as Salta's — and the Rincón benchmark and the Sal de Oro plant already live on the Salta side.
Social license and conflict (episodic, proven) — with a nuance that plays IN favor

The injunction in the environmental amparo filed by Román Guitian froze new permits on the Los Patos river and the Salar del Hombre Muerto for about 2 years: it was issued on Mar 13, 2024 and the Corte de Justicia de Catamarca lifted it by majority on Mar 30, 2026 verif ruling of the Corte de Justicia de Catamarca, but in May 2026 the community filed a federal extraordinary appeal and the lifting is not final prob environmental press.

See the evidence
there are intermittent road blockades; and AOMA Catamarca staged repeated industrial action over the past year, with triggers in health and safety, job classification and camp services, and in the February 2026 strike at Fénix job classification came with a claim over categories and wages prob Acero y Roca prob mining press; there is no official count of industrial action that quantifies it. Symmetric nuance: here conflict pushes demand. After the storm, the union's general secretary said that «the storm was played down» and that the winter protocol prohibited travel prob press — if it imposes a protocol through the collective agreement, demand becomes mandatory before the law requires it. That is an accelerator, not a killer.
End of the construction window vs. the perpetual core (structural: a certainty, not a risk)

Fénix's Phase 1B is already producing and the construction peak runs out toward 2029. BUT this niche has a real perpetual core, unlike camps or ponds: as long as there are people on a 7×7 regime above 4,000 masl there is medical cover, and Sal de Vida's declared mine life is ~40 years.

See the evidence
The fall is from USD 5-15 M to USD 3-7 M/year, not to zero.
Civil liability and insurance premium (permanent)

A fatal event in a contracted service transfers the legal exposure to the provider. For an SME, the premium and the backing capital may be the real wall — and the 2023 roll of the mining suppliers' chamber declared 1 member in Insurance for the entire mining ecosystem.

The opportunity in depth

How to get inthe gap and the routes that open it
1

Altitude fitness-for-duty done here + ambulances. Outside the puna there is already a mining occupational medicine center verif; in the puna itself we did not find anyone who takes the altitude exam unconf. An altitude fitness center plus 2-4 4×4 ambulances prepared for −30 °C is a ticket of USD 0.5-1.2 M and comes in through a door that is already open.

2

The camp medical room, outsourced and with response times committed by contract. Selling the complete medical cover —3-4 doctors on a 7×7 regime, 5-8 nurses and emergency technicians, a bay equipped to resuscitate a critical patient, telemedicine— as a service rather than as the operator's payroll. Ticket of USD 0.6-1.6 M/year per site. The commercial reference exists and invoices this way in Chile; in the Argentine puna we did not identify anyone selling the on-site medical cover as a service, in the universes we reviewed.

3

The helicopter and the rescue brigade, which only work with 3+ subscribers signed. It is the link nobody has and the one that sets the price of everything else. The runways are already there: 2,300 m in Antofagasta de la Sierra and 1,800 m at Fénix's own operation.

What you needcapital, certification, tax regime and who pays
Part of the service is already paid for today (fitness, transfers, ambulances); the integrated package and the helicopter are latent demand triggered by an event.
Capital
From USD 0.5-1.2 M for the fitness + ambulances step, to USD 2-6 M for a suitable used aircraft (or an availability contract) for the aeromedical package. The intermediate step —on-site medical cover— is financed by the contract itself: USD 0.6-1.6 M/year per site.
Capability
Doctors and nurses trained in altitude medicine —the effect of low oxygen pressure— on a seven-days-up, seven-days-down rotation: that is the scarce resource. For the air, the hardest filter: ANAC authorization, the crew and an aircraft that can operate in the thin air above 4,000 meters, which strips it of lift and power. Of the 16 companies in the official air ambulance transport listing, only two have a helicopter, and none declares Catamarca.
Regime
Registration with the Re.P.E.M. (domicile in Catamarca for 2 years, 50% local partners, 70% Catamarca payroll, semi-annual sworn statement) + provincial health licensing and a medical director licensed in the province. The 70% local payroll is this line's specific bottleneck: there is no 70% of altitude doctors from Catamarca — the 50% joint venture with a local firm is the vehicle designed to get around it, and there is precedent on the same salar.
Who pays
Each operator pays for its own site cover; the helicopter only closes if several pay together.
▸ You tell us where to see what your company does and we tell you whether we see a sign that it fits this opportunity, with the evidence behind it. See if my company fits this opportunity →
When you get paid, and what blocks it
It gets paid today, partially — and the rest gets paid after an event. Already bought: fitness-for-duty examinations (mandatory through the ART), medicines, medical equipment and transfers (the 6 members of the registry) and ambulances under contract. NOT bought today: the integrated package with an SLA or the based rotary wing: that is latent demand, and latent means it has to be triggered. The five events that open the wallet, by probability: (1) the next storm — the one of Jul 21-23, 2026 already happened and the response was voluntary and public; a second event with a worse outcome is the most likely short-term commercial trigger, and the selling window is NOW, with the event fresh; (2) a national high-altitude standard (the clock: it moves from discretionary to mandatory); (3) the simultaneous start-up of the four operations (2026-2027); (4) a DIA condition — the precedent for the mechanism exists in Catamarca: the Diablillos DIA was approved conditioning feasibility on an annual plan with targets to be reviewed at 6 and 12 months; (5) the union's demand: after the storm, AOMA's secretary general asked for an investigation into why traffic was allowed when the winter protocol prohibited it. The real bottleneck, in order of hardness: (1) homologation in the operator's supplier registry, not the provincial one — Rio Tinto, Zijin, POSCO and Galan each have their own HSE onboarding and a life-or-death service goes through corporate audit, not a B2B round; (2) ANAC + the technical capability of the rotary wing: an air operator certificate, licensed crew and the aircraft already detailed in the entry map — it is the hardest technical filter and it is exactly what explains why the aircraft had to be sourced from outside; (3) the Re.P.E.M., and the 70% local payroll is BRUTAL in this line: domicile in Catamarca with 2 years of seniority, 50% local partners, a joint venture at least 50% local, municipal license + Rentas registration, 70% of the professional/technical/administrative payroll from Catamarca and a semi-annual sworn statement — there is no 70% of altitude doctors from Catamarca, and the 50% joint venture with a local firm is the vehicle designed to get around it (a proven precedent on the same salar: a Catamarca construction firm as local partner in the joint venture of Sal de Vida's EPC alongside two contractors from other provinces); (4) provincial health licensing of the facility, a medical director licensed in Catamarca, medical transport authorization and medical waste management; (5) capital: USD 0.5-1.2 M for steps 1-2 (ambulances + mobile polyclinic + equipment), USD 2-6 M for a suitable used aircraft or wet-lease for step 3; (6) altitude for your own staff — the provider's team IS an exposed population: its own fitness-for-duty, 7×7 rotation and puna labor cost (Catamarca's letter C pays ARS 4,496,304/month on a 12-month average ≈ USD 38,100/year gross; an altitude doctor costs above that); (7) the tax cost quoted in: Turnover tax 3.00% / 3.90% / 4.80% by bracket for code 99000 'Mining support services', against 0.75% for extraction, plus 1.5% Stamp tax on the mining supplier's purchase order (art. 26 subs. 2, Ley Impositiva 5.927; the 2% of subs. 1 is for the acts on mining rights) — Bracket I up to ARS 3,255,000,000 of 2025 revenue, and whoever starts activity from Jan 1, 2026 pays Bracket I for their entire first fiscal year (art. 16); in a service with high fixed costs, Turnover plus Stamp tax are on the order of 5-7% of the price: quote with that in or the margin disappears.

Market
split
The operator's self-supply (Rio Tinto, Zijin, Galan, POSCO)~85-95% of the spend (our estimate)

The true owner of this market is not a supplier: it is the operator that internalizes it. Hard evidence: the regional benchmark is 4 doctors / 2 emergency rooms / 3 ambulances / medical flights from its own airstrip, which is what Rio Tinto declared in 2023 for its Rincón camp (Salta) prob.

See the evidence
whether HMW's Phase 2 permit includes a clinic is not confirmed unconf; the regulatory vacuum on altitude is described by Río Tinto's medical coordinator (that is: it has its own medical coordination). What it does NOT have: response capability in extreme weather — on Jul 21, 2026 that was solved by volunteers.
The 6 'Health' members of the CAPPROMIN registry (medicines, medical equipment, ambulances and medical assistance)~5-10% (the tail of consumables and transfers) (our estimate)

They exist and they are in the chamber, but the description of those categories does not mention altitude services, and no named contract is known for them. Note: it is a 2023 count (Investor Manual) — probable as a citation, because it is reported by a university manual and not by the chamber; out of date as a measurement of 2026 supply, when the Re.P.E.M. registry already has 229 active. Recounting it is a stated pending item.

The single 'Air solutions' member of the registry (helicopters and aircraft with ANAC certification)~0% of HEMS/SAR (our estimate)

Refuted by the facts: in the July 2026 storm the aircraft had to be brought in from Buenos Aires and the miners themselves arranged it prob. The firm exists; a based high-altitude aeromedical evacuation capability does not.

The State + volunteers (volunteer firefighters, the municipality, the provincial highway agency, the new Antofagasta de la Sierra hospital)provider of last resort, not contractable with an SLA

It is the de facto safety net: in the July 2026 storm the rescue was carried out by the police, Gendarmería, volunteer firefighters, Civil Protection, the highway agency and the mining companies prob.

See the evidence
the highway agency only reopened the Barranca Larga–Antofagasta stretch on Jul 23, and the stretch from Antofagasta to the Salar del Hombre Muerto was still impassable that day prob. The town's new hospital (ARS 539,336,718.16 / 1,200 m²) was paid for with mining revenue.

Ad hoc agreements between operators (the shared service, self-organized)not measurable: it is self-managed demand

The precedent exists, in Salta: at the Rincón salar, Rio Tinto has an agreement with Puna Mining to reinforce, with shared resources, the response to a mass-casualty accident prob, and the Jul 21 helicopter was arranged by the mining companies themselves prob. They compete with this niche and validate it at the same time: the buyer has already understood that it has to be shared. The model already exists; what is missing is the provider.

Salta provider of occupational health, telemedicine and ambulance service0% documented in Catamarca; the closest real competitor

Website opened Jul 25, 2026: it sells telemedicine with the project's health team, a high-complexity 4×4 ambulance for remote areas, an altitude acclimatization program and pre-employment and periodic examinations with absenteeism control. It does NOT offer an on-site polyclinic or aeromedical evacuation, and it publishes no clients, altitudes or prices. It defines the gap precisely: both ends are taken, the filling in the middle is missing.

Website opened Jul 25, 2026: fully equipped on-site polyclinics (resuscitation bay, O2, suction, defibrillator), 'the only advanced on-site service, with nurses and doctors specialized in altitude medicine', all-terrain AEA ambulances certified by the American Ambulance Association, emergency/rescue/fire/hazmat brigades, ambulance maintenance and certified calibration of medical equipment; on its home page, air rescues and a mobile ICU truck with 24 h emergency service. A latent threat: if an operator makes the purchase binational, it comes in from Chile with the learning curve already done.

National medical emergency operatorsno known Catamarca contract (unconfirmed)

The natural entrants from outside: they have the fleet, the dispatch center and the scale; what they lack is altitude and local roots. Whether they already quote in the puna is undocumented — it is the open competitive flank: if one is already there, the gap is smaller.

Workers' comp insurers and insurance companies (the registry declares 1 member in Insurance)co-payer, not provider

The ART pays the claim; it does not put up the polyclinic or the helicopter. Relevant as the second wallet behind the subscription — and the civil liability premium may be the real wall for an SME entrant.

The jobs it createsEmployment, counted: a complete site package is ~10-14 jobs per operation (3-4 doctors, 5-8 nurses/paramedics/EMTs, ambulance drivers). La lectura completa para el que busca trabajo, en la hoja de este nicho para la gente →

How we
calculate it

The number is our own estimate. The calculation, step by step, is below.

The full calculation, step by step
Annualization window: Catamarca's CANONICAL one, 2026 → 2029 (~3.5 years). It comes from the legal deadlines of the Catamarca RIGI acts: the furthest out is Hombre Muerto Oeste's Dec 31, 2029, and Agua Rica's is Dec 31, 2028. ⚠️ The figure has two floors on different clocks, and they are kept apart: the operating block (~1,500 people exposed across the four sites) is perpetual and depends on no construction; what does live inside the window is the construction overlap, which takes exposure to 2,400-4,400 people.Bottom-up in 3 blocks: TAM = (exposed headcount x annual per capita price) + (number of operations x site package) + regional shared package.Block 0 - Exposed headcount (staffing declared by each operation): Fénix ~250 workers/day on site and ~500 involved in the operation, up to 1,000 at the construction peak prob La Nación Sep 9, 2024; Sal de Vida, Stage 1: 170 in steady-state operation and ~900 full-time at the peak verif NI 43-101 §20; 3Q 565 direct jobs, 80% from Catamarca prob Panorama Minero (~1,000 with Phase 2, assumed); HMW 225 permanent in the Phase 2 operation, not counting contractors, and some 1,500 people in the Phase 2 construction verif Galan feasibility study, 2023. Linear sum: ~1,460 in operation and ~4,400 at the peak. Range used: ~1,500 in pure operation; 2,400-4,400 (midpoint ~3,400) in the overlap window; the floor of the window = operation of all 4 plus a single project at its construction peak, the ceiling = the linear sum of the four peaks, which assumes a simultaneity the sources do not evidence (no public figure exists for the aggregate peak of simultaneous construction in the Catamarca puna). The 4,406 in 3Q's RIGI mixes direct and indirect jobs: it is NOT used as people on site.Block 1 - fitness-for-duty and surveillance (per capita): high-altitude pre-employment plus annual periodic examination (exercise stress test, spirometry, pulse oximetry/overnight polygraphy, laboratory, cardiology) + file = USD 250-600/worker-year [explicit assumption: no provider publishes a rate; calibrated as 0.7-1.9% of the annual labor cost of a Catamarca miner, USD 38,100/year gross, SIPA letter C series, 12-month average]. 3,400 x 250-600 = USD 0.85-2.04 M/year.Block 2 - site package per operation (structure of the Rincón benchmark, salta: 4 permanent doctors + 2 emergency rooms + 3 ambulances + helicopter + a vehicle with paramedics and rescue, PER OPERATION): 3-4 altitude doctors x USD 70,000-120,000 (calibrated at 1.4-2.4x over the province's best-paid branch, chemists at USD 49,300/year gross, for scarcity + 7x7 rotation + flights + accommodation) = 210-480 k; 5-8 nurses/paramedics/EMTs x USD 30,000-55,000 = 150-440 k; 1-2 equipped polyclinics (resuscitation bay, O2, suction, defibrillator, ECG, POC lab) amortized over 5-7 years + 10% maintenance x USD 30,000-80,000 = 30-160 k; 2-3 high-complexity 4x4 ambulances with crew x USD 90,000-150,000 = 180-450 k; medical oxygen, pharmacy, consumables and telemedicine USD 60-140/person = 15-84 k. Subtotal per operation USD 0.585-1.614 M/year x 4 Catamarca operations (Fénix, Sal de Vida, 3Q, HMW) = USD 2.34-6.46 M/year.Block 3 - shared package: 24/7 rotary wing based in the puna (2 pilots + medical crew + hangar + maintenance + insurance), 1-2 units x USD 1.2-3.6 M/year (equivalent to USD 100-300 k/month of availability fee) = USD 1.2-5.4 M estim our own assumption, with no public rate to anchor it, the softest input; today it is worth 'infinity': on Jul 21, 2026 there was no aircraft based in the province that could go; professional extreme-weather rescue brigade (8-12 people, snow vehicles, winter standby) USD 0.4-1.2 M; regional medical coordination + dispatch center + mass-casualty protocol USD 0.1-0.25 M. Subtotal USD 1.70-6.85 M/year.Totals: (A) perpetual operating floor of ~1,500 exposed, 4 sites at operating scale, with no based rotary wing = USD 3-7 M/year (midpoint ~4.8); (B) 2026-2029 window, gross count = USD 5-15 M/year (midpoint ~10); (C) ceiling with a national high-altitude standard (mandatory per capita 600-1,200, mandatory health infrastructure at 6-8 fronts including exploration and high-altitude road works, 3,500-5,000 exposed, a de facto mandatory rotary wing) = USD 7-25 M/year.Anti-inflation: the per capita falls as headcount rises (polyclinic, brigade and helicopter are fixed cost): USD 2,200-4,900/person-year with 1,500 exposed vs USD 1,900-4,100 with 3,000 -> the subscription only closes with 3-4 operators inside, not with one.No double counting: it counts only Catamarca. Sal de Oro (POSCO) is left out (it is officially reported as a Salta project, hydroxide plant in General Guemes, Salta; 431 workers and up to 1,000 people at altitude in construction): including it would add +USD 0.7-2.2 M/year, and it is declared separately because Table 1-1 of Catamarca's Investor Manual, sourced to the provincial Ministry of Mining, lists it as from Catamarca -- the asset is split and each province counts it. The altitude health benchmark (4 doctors / 2 rooms / 3 ambulances / helicopter) is from RINCÓN, Río TINTO, SALTA: it is used as the shape of the package, never as a Catamarca headcount. MARA/Agua Rica is out of the number (its RIGI adhesion was approved by Resolución 1854/2026, published on Oct 27, 2026, with construction from Nov 1, 2027 and operation from Oct 1, 2031 verif Resolución 1854/2026; the official announcement speaks of up to 3,500 jobs; construction starts within this window but stays out of the number, because the resolution sets dates estimated by the company and Glencore has not published the final construction decision thesis; and its elevation is not high puna altitude), although it counts among the projects that drive this demand. Also not counted: catering and camp, which since August 2026 have a niche of their own, and whose exclusion here is exactly that niche's perimeter, regular personnel transport (Fénix's ~4 daily rotation flights are transport, not air evacuation), PPE, asset security, industrial hygiene and agent monitoring, family health in the city, road snow clearing, or the public health works financed with mining revenue (the Antofagasta de la Sierra hospital).

Concentration This is not a concentrated market: it is a market NOT YET FORMED. On the demand side concentration is extreme and physical — Fénix, Sal de Vida and HMW within a short radius of the Salar del Hombre Muerto (Sal de Oro on the shared strip) plus 3Q in Fiambalá: exactly what makes a shared subscription viable. On the supply side concentration is a statistical illusion: 6 members in Health and 1 in Air solutions declared in the 2023 registry of the mining suppliers' chamber, and zero full-stack providers — the 'incumbent' with ~85-95% share is the operator itself, which internalizes. The definitive share is not divided up: it is yet to be created, and the July 2026 storm (23 people rescued in Antofagasta de la Sierra by the police, Gendarmería, volunteer firefighters and the mining companies prob , and five Rio Tinto workers for whose evacuation a helicopter was brought from Buenos Aires prob ) is the commercial starting gun.

The rule that moves it

Here the driver is twofold and pulls in opposite directions. On one side, the Re.P.E.M. —the provincial registry of mining suppliers— is the key: it demands two years of domicile, half the partners local and 70% of the payroll from Catamarca, and in exchange it makes the registrant's invoice count towards the 70% of annual contracting the provincial resolution requires from every miner. ⚠️ The RIGI commitment is a different thing and should not be mixed in: it counts goods and works, not services, so the 95.34% at Hombre Muerto Oeste and the 60% at Fénix do not count a medical shift. On the other, the vacuum: we found no altitude standard, and with no legal floor this service is discretionary. The niche lives between those two things.

See the underlying reading

The underlying policy that opens up this demand. It is the same inference declared by the rules and the program pillars pushing in this direction.

the RIGI promise is kept

Re.P.E.M.: Catamarca's mining local-content rule is a resolution, not a law
See the rule →
The Re.P.E.M. is this niche's door and its bottleneck at once. It enables: being registered puts you on the roster operators pick their local suppliers from.
See the full legal grounds
⚠️ But with one precision that decides whether this is any use to you: the local content commitments in the RIGI files —Hombre Muerto Oeste's 95.34 % and Fénix's 60 %, against the 20 % minimum— are computed on goods and works, so a medical-service invoice does not enter that base. What the Re.P.E.M. does give you is entry into the 70 % of annual contracts that each mining company has to award to registrants, where services do count. It squeezes: it requires domicile in Catamarca with 2 years of seniority, 50% local partners and 70% of the professional, technical and administrative payroll from Catamarca — and there is no 70% of altitude doctors from Catamarca. The relief valve is the 50% joint venture with a local firm, with proven precedent in the Salar del Hombre Muerto itself.

Where the number comes from

~USD 6.0 M/year at the midpoint; the defensible core is USD 3-9 M/year in the 2026-2029 window and USD 2.2-5.5 M/year in pure operation. The complete package reaches USD 5-15 M/year, but of that USD 1.7-6.9 M (24-45%) is latent demand that has no market price yet

See the calculation, the variables and how it was validated

The number is built from three variables you can watch: how many people are exposed up top, how much the package covering them costs at each site, and how much the piece shared between neighboring operations costs. Change one and the total is recalculated.

~3,400 exposed workers × ~USD 250-600/year of fitness-for-duty + 4 sites × ~USD 0.6-1.6 M/year of medical cover and ambulance + ~USD 1.7-6.9 M/year of the shared package (helicopter and rescue)=~USD 6.0 M/year at the midpoint; defensible core USD 3-9 M/year
Workers exposed above 4,000 masl~2,400-4,400 at the peak (midpoint ~3,400); ~1,500 in pure operationannual review
Staffing declared by project: Fénix ~250/day on site and up to 1,000 in construction; Sal de Vida, Stage 1: 170 in operation and ~900 at the peak (technical report, verified); 3Q 565 direct (press); Hombre Muerto Oeste 225 permanent in Phase 2, not counting contractors, and some 1,500 in its construction (Galan feasibility study). The ceiling is the linear sum of the four peaks and assumes a simultaneity no source evidences: there is no public figure for the aggregate peak. We do not inflate above that.
Health package per site (24/7 cover + polyclinic + ambulances)~USD 0,585-1,614 M/year per operationannual review
Structure taken from the only measured benchmark in the region: 4 permanent doctors, 2 equipped emergency rooms, 3 ambulances and medical flights from its own airstrip, which is what Rio Tinto declared in 2023 for its Rincón camp, in Salta: it is used as the shape of the package, never as the staffing of a Catamarca operation. The prices per line item are our own assumptions, calibrated against the province's official mining pay series.
Shared package (helicopter on availability + rescue brigade)~USD 1.7-6.9 M/yearannual review
It is the line item that decides the niche and the softest in the calculation: a medical helicopter based in the puna, available 24/7, on the order of USD 100-300 thousand a month. Today nobody pays for it —which is why the one in the July storm had to be brought in from Buenos Aires—. No single operator justifies it; four together do. That is where the shared subscription business is.

A robustness check three ways, and they converge: (1) the window TAM is 2.1-6.2% of the four projects' site operating cost (~USD 242 M/year, calculated with the cost per tonne from Sal de Vida's technical report), and that same opex allocates 13% to labor and 7% to general expenses — health fits comfortably; (2) the implied per capita is ~USD 2,980 per exposed worker per year, ~8% of their gross labor cost, and falls to ~USD 1,720 without the helicopter; (3) if each operator replicated the complete package with its own helicopter it would spend ~USD 21 M/year, against USD 5-15 M shared. A key scale figure: the cost per person falls as headcount rises, because polyclinic, brigade and helicopter are fixed cost — the subscription only closes with 3-4 operators inside, not with one.

The number rests on a few variables. The formula shows how it moves when each one changes; and each variable carries its freshness seal — how often it is worth revisiting. estim

How solid the number is estim

There is no public price for this market: we verified it company by company —neither the nearest Argentine provider nor the Chilean reference publishes rates—. So we built the number from the bottom up and we say so: we counted how many people are up there using each project's real staffing (Sal de Vida declares for its Stage 1 170 in operation and ~900 at the construction peak in its technical report, which we opened; Fénix ~250 per day on site and up to 1,000 in construction; 3Q 565 direct; Hombre Muerto Oeste 225 permanent in Phase 2, not counting contractors, and some 1,500 people in its construction, according to its feasibility study) and multiplied by the cost of the package required, built from the structure of the only measured benchmark in the region. The prices of each line item are our own assumptions, calibrated against two hard anchors: the official pay series for Catamarca mining (letter C, 12-month average) and the operating cost per tonne from Sal de Vida's technical report. The annual total is our own estimate and we cross-check it three ways, which converge. What we could not open —the Chilean altitude standard— we declare open rather than cite.
