Both ends are taken: above, the camp is already built and belongs to the miner; below, city catering cannot sustain a crew in the puna with the road cut. What is missing in Catamarca is the middle:

Fénix's central camp has 250 bedrooms, a dining hall, laundry, music room and football pitch, and some 250 people work there every day on a seven-days-up, seven-days-down rotation. During construction, the number of people living at altitude rises to 1,000. The same happens at three other Catamarca operations, because there is no alternative: the whole municipality of Antofagasta de la Sierra has 2,022 inhabitants, 13 small tourist lodgings, and sits 100 km from the salar — all mining personnel sleep and eat in a company camp. That amounts to roughly 700,000 bed-nights a year estim that someone has to serve. Who? The province's mining suppliers' chamber declared in 2023 two catering members for four high-puna operations, out of 123 memberships in 19 categories that include 31 construction firms. And the service carries weight: replacing the food supplier and cutting the ration triggered two union disputes in twelve months, one threatening to halt the salar and the plant.

A double, asymmetric window: the operating core —four camps with people inside 365 days a year— bills every month and does not switch off, and it is already more than a third of the market.

See the clocks that are running, one by one
Construction runs to 2029 but is reshuffling: Fénix's Phase 1B already produced in the second quarter of 2026 and is in commissioning, and Sal de Vida is already in commissioning, so what sustains the peak from here on is Hombre Muerto Oeste and the 2nd stage of Tres Quebradas, with works open and a published RIGI resolution.

What the market is made of

TAM is activity, not what you will invoice. The camp as an asset —bedrooms, kitchen, dining hall, clinic— is built by the operator inside its own works and is not tendered: Fénix's is already built. Your real gap is the day-to-day service: running the camp, feeding, cleaning, laundry and removing waste. That is the addressable segment, and in 2023 it had two catering members in a chamber of 123 memberships.

Non-addressable

USD 11-46 M/yr (~55-65 % of TAM): the camp as an asset —bedrooms, kitchen, dining hall, clinic— which the operator builds inside its own works and does not tender, plus the service direction that comes down from head office. Fénix has its central camp built verif, and Hombre Muerto Oeste included the expansion of its own in its Phase 2 permit application verif.

Addressable share

USD 7-32 M/yr (~35-45 % of TAM): daily camp operation, catering, housekeeping, laundry and site waste. It is what gets contracted, and in 2023 it had two catering members in a chamber of 123 memberships.

Entry range for a supplier

USD 1-4 M/yr for a well-prepared new entrant: a catering contract for a single operation, or the housekeeping and laundry of one camp. You do not enter through the integrated contract —that goes to whoever already operates in Salta or Jujuy— but through the module the incumbent does not want.

▸ The bed-night price is a declared assumption. Anyone entering has to quote to learn their real margin: the ceiling of what public sources can settle is stated here, not concealed.

Who really pays?

The camp is built by the operator and the service is bought separately. There are three doors and each has a different decision-maker:

If you sellThe camp as construction: modules, bedrooms, kitchen, dining hall, clinic
→
The operator, inside its own works thesis

Fénix's central camp is already built —some 250 bedrooms, dining hall, laundry, recreation, music room, football pitch, internet and central heating— prob, and the same report also mentions «other satellite camps for contractors and temporary workers» prob. The environmental impact declaration for the exploitation stage of Hombre Muerto Oeste, approved in January 2025, provides for camp, kitchen, dining hall, recreation area and infirmary as part of Galan's works prob, and its feasibility study plans a camp for up to 700 people during construction, on top of a kitchen, a dining hall and a polyclinic that already exist verif. The operator's central camp is closed to a services entrant thesis; the satellite camps that contractors set up are the part of this door that is bought from outside thesis.

If you sellThe daily service: catering, housekeeping, laundry, site waste
→
In operation, each operator separately, going first through its supplier registry —Rio Tinto opened its own for Argentina in October 2026 prob— and through the provincial registry; during the Sal de Vida construction, camp operation and catering sit inside the indirect construction costs verif, so the buyer may be the main contractor thesis thesis

This is the open door, and it is nearly empty thesis: the 2023 category map of the provincial mining suppliers' chamber declared 2 catering members against 31 construction firms and 12 equipment rental firms prob. Catamarca's supplier base was built for construction, not for high-altitude living thesis.

If you sellContinuity when the access road closes

The operator, within the same camp contract thesis

In the July 2026 storm the Tres Quebradas camp recorded −27 °C and gusts above 170 km/h closed the Paso San Francisco prob; in Antofagasta de la Sierra the Ruta Provincial 43 was closed between El Peñón and Barranca Larga and 23 people were rescued prob. A camp contract is signed against that scenario: you have to keep feeding people with the road closed. That is what separates city catering from a high-altitude operator thesis.

▸
All three doors share the same gatekeeper: the provincial supplier registry and the buyer's approval process. In the May 2025 breakdown by department only 12 of 194 registered firms were based where the lithium is.

In camps the volume can be read without inside information: it comes from how many sites are open at once, how many people each project declares, and the rotation regime. These four numbers are the ones that give notice.

What signals the game has changed
The access road closes, and when it closes there are people inside (permanent — this trade's own killer)

Between July 21 and 23, 2026 the Catamarca puna recorded −27 °C at the Tres Quebradas camp and winds above 170 km/h at the San Francisco pass prob , ruta provincial 43 was closed and 23 people were rescued prob .

See the evidence
Rio Tinto workers had to be evacuated by a helicopter brought from Buenos Aires prob . A camp contract is signed against that scenario: the supplier has to keep feeding people with the road closed. That is what separates city catering from a high-altitude operator, and it is why the buyer's approval weighs more than price.
The food service has already halted production twice in twelve months

Replacing the food supplier and cutting the ration triggered two union disputes in twelve months, one with a threat to halt the salar and the plant in July 2026.

See the evidence
It cuts both ways: it proves the service is critical —whoever provides it has leverage— and it proves a quality failure is paid for with a stoppage, not a credit note. The collective agreement mandates housing, four meals a day, clothing and transport at the employer's cost: the ration is not an adjustment variable.
The asset belongs to the operator and the bricks are not tendered

The bedrooms, kitchen and dining hall are built by the miner inside its own works. An entrant who sizes the business on total camp spending is off by more than half: what is contestable is the daily service, not the investment.

Construction peaks are not simultaneous and the window narrows on its own

Fénix's Phase 1B already produced in the second quarter of 2026 and is in commissioning, and Sal de Vida Stage 1 is already in commissioning: two of the four peaks are ending.

See the evidence
What sustains the construction block through 2029 is Hombre Muerto Oeste and the 2nd stage of Tres Quebradas. Anyone sizing this by summing the four peaks as if they coincided is building a business that does not exist.
See the remaining 2 risks
The buyer's approval

A service on which some 730 people eating at 4,000 meters depend estim is approved by the operator on its safety record and its high-altitude history, not at a business roundtable thesis.

See the evidence
whether that approval goes through a health and safety audit is something no operator publishes unconf. The first contract takes time, and a high-altitude track record cannot be bought.
The bed-night price is not public and the margin is discovered by quoting

No operator publishes its USD per person-day in Argentina. This niche's number uses an explicit assumption of USD 45-75, declared as such. Anyone entering has to quote to learn their real margin: here the ceiling of public analysis is declared, not disguised.

The opportunity in depth

How to get inthe gap and the routes that open it
1

The service modules. Room cleaning and upkeep, on-site industrial laundry, or waste and effluent management for a single camp. It is the ground where the provincial chamber listed two catering members in 2023, out of 123 memberships, for four high-puna operations.

2

Catering for a full operation. It is monthly billing with a first-tier payer, and it is where leverage changes hands: the food service has already halted production twice in twelve months.

3

The real barrier: the buyer's approval. Whether the plant keeps running depends on some 730 people eating up there, so the operator approves suppliers before awarding. The first contract takes months and a high-altitude work record cannot be bought.

4

Where the supplier is based matters: when the provincial registry had 194 suppliers, in 2025, the capital held 75 and Antofagasta de la Sierra —where the producing lithium is— only 12. The registry reached 229 in May 2026 and we do not have a newer breakdown by department.

5

And there is an obligation with a calendar worth checking before you quote: from 1 May to 30 September —or earlier, if local conditions warrant it— a winter procedure applies whose stated purpose includes planning food storage to sustain staff through periods of isolation. Whoever serves the food has to have it up there before May, and that is working capital tied up.

When you get paid, and what blocks it
IT PAYS TODAY, and part of it pays every single day. Four Catamarca lithium operations already have people living up there —Fénix, Sal de Vida, Hombre Muerto Oeste and Tres Quebradas— and the operating core depends on no future FID: it is ~731 concurrent people estim sleeping and eating in a company camp 365 days a year, because there is no civil alternative 100 km from the salar. That is recurring flow, not a project. On top of it runs the construction block through 2029, which roughly doubles it. The bottleneck to being paid quickly is not demand: it is the buyer's health-and-safety approval, which takes months.

The operator's own in-house provision (Rio Tinto, Zijin, Galan)~55-65% of spending (our estimate)

The owner of this market is not a supplier: it is the operator that builds the asset and then decides how much to outsource. Published evidence: Fénix's central camp —250 bedrooms, dining hall, laundry, music room, football pitch, internet and central heating— belongs to Rio Tinto. The Phase 2 permit for Hombre Muerto Oeste covers Galan's works prob, and the application described in its feasibility study includes expanding the camp and the administration area, with dining hall, medical area and recreation area.

the kitchen, dining hall and polyclinic already exist from Phase 1 verif. The bricks are captive. What is contestable is the day-to-day service.
The 2 catering members of the provincial chamberthe entire category in that chamber, in 2023

CAPPROMIN's 2023 category map counts 19 categories and exactly 123 memberships, and in catering there were TWO members. It is the niche's most eloquent number: it does not describe competition, it describes an absence. Against that: 31 construction firms and 12 equipment rental firms in the same chamber. Catamarca's supplier base was built for construction, not for high-altitude living.

National mining catering and facility operatorsthe rest of the outsourced service

The firms running camps and catering in the Salta and Jujuy puna are the ones able to take a Catamarca contract tomorrow: they have the HSE structure, the insurance and the track record the buyer's approval asks for. A local entrant does not compete against the chamber's two members: it competes against these.

The municipal inn and the tourist lodgings of Antofagasta de la Sierramarginal

Not a competitor: proof that the market exists. An entire municipality of 2,022 inhabitants verif with 13 tourist lodgings in the provincial listing, the municipal inn among them verif, 100 km from the salar, cannot absorb even a fraction of the peak. That is why the camp rate is 100 % and not an assumption.

How we
calculate it

The number is our own estimate. The calculation, step by step, is below.

The full calculation, step by step
bed-nights/yr = average CONCURRENT headcount x days of occupancy x camp rate x price per bed-night, computed SEPARATELY for operations and for construction. Canonical window 2026-2029 (~3.5 years from Jul-2026), the same one that annualizes the province's other niches: it closes on Dec 31, 2029, the latest minimum-investment deadline among the four published Catamarca RIGI acts (Fénix Dec 1, 2026, Tres Quebradas Nov 30, 2027, Agua Rica Dec 31, 2028 verif Resolución 1854/2026, Hombre Muerto Oeste Dec 31, 2029).Step 0 — the roster-to-concurrent conversion, which here is NOT an assumption. La Nación publishes three figures from the same source about Fénix's central camp that check each other: «around 250 bedrooms», «some 250 people work every day» and «some 500 people are involved», under the literal regime of «seven days, and they return home for another seven». All three give the same ratio: concurrent/roster = 0.50, which is what a 7x7 rotation predicts and what the camp's physical capacity confirms. Every roster figure in this niche is multiplied by 0.50 before entering the calculation.Camp rate = 100 %, and that is not an assumption either. All mining personnel at these operations live in the company's own camp, and there is no civil alternative to argue with — the municipality of Antofagasta de la Sierra has 2,022 inhabitants per the 2022 census verif INDEC 2022 census, table 2.3 —and that is the whole DEPARTMENT, not the head village, which is smaller—, its supply is 13 small tourist lodgings, among them the municipal inn verif lodging listing of Catamarca's Directorate of Tourism Quality, and the salar is ~100 km away.Block A — OPERATIONS (the perpetual core, depends on no FID): Fénix 500 roster -> 250 concurrent prob La Nación, September 2024 + Sal de Vida 170 steady verif NI 43-101 technical report §20 -> 85 concurrent estim + Hombre Muerto Oeste 225 permanent -> 113 verif Galan Phase 2 feasibility study, October 2023 + Tres Quebradas 565 direct -> 283 prob Panorama Minero, September 2025 = 731 concurrent x 365 days x 100 % = 267,000 bed-nights/yr. Range 240,000-293,000 (±10 %, because two of the four rows are not verified).Block B — CONSTRUCTION (the window, and the peaks are NOT simultaneous): this is what separates Catamarca from Salta and it has to be weighted, not summed. Fénix Expansion Phase 1B: the act estimated works until Nov-2026 verif Resolución 431/2026 (Dec 1, 2026 is its minimum investment deadline, not the end of works) and 1B already produced in the second quarter of 2026 verif Rio Tinto second-quarter 2026 production report, so it contributes at most 0.4 of the 3.5 years; Sal de Vida Stage 1 is in commissioning and its peak has passed, contributing ~0; Hombre Muerto Oeste runs the whole window; Tres Quebradas 2nd stage runs from Jun-2026 to Apr-2029, 2.75 of the 3.5 years. With the peak/average factor of 1.96 measured in the feasibility study of Diablillos, a Salta project: Fénix (1,000/1.96) x 0.114 = 58 + HMW (1,500/1.96) x 1.0 = 765 verif the peak, Galan feasibility study, October 2023 + 3Q (1,000/1.96) x 0.786 = 401 = 1,224 concurrent on average. Range 1,110-1,790 (the floor uses 3Q's 565 direct jobs as a proxy for its peak; the ceiling does not weight by window fraction, i.e. it assumes simultaneity). x 365 x 100 % = 406,000-652,000 bed-nights/yr.Independent cross-check on block B, via capex x intensity — and it does NOT converge, which is a finding in itself: capex still to be executed in the Catamarca basket USD 861-959 M / 3.5 years = USD 246-274 M/yr, x the intensity of 850-1,130 bed-nights per USD million that the Diablillos technical report leaves measured = 209,000-310,000 bed-nights/yr. That falls below the FLOOR of the headcount route (406,000), far from its midpoint. The explanation is about the object, not the method: the 850-1,130 intensity comes from a silver mine, where much of the capex is imported process equipment, and a brine build is far more labor-intensive per dollar — its capex is earthworks and geomembrane, which is labor. Catamarca's two large construction niches (earthworks and geosynthetics) are the evidence of that. The capex route is taken as the FLOOR and the headcount route as the CEILING rather than averaging them: range 210,000-652,000, midpoint ~430,000 bed-nights/yr.TOTAL: 450,000-945,000 bed-nights/yr, midpoint ~697,000.Price — the declared assumption that governs the number. No public bed-night price exists in Argentina: it is one of the pure-service unit prices that no open source publishes. We use USD 45-75 per person-day, midpoint USD 60, the same explicit assumption used by the Salta camps niche, for a scope of bed + full board + cleaning + laundry + camp waste and effluent. It is NOT data, and we deliberately use the same figure as Salta: if each province invents its own price, camp TAMs stop being comparable across provinces.Result: 450,000 x 45 = USD 20 M/yr (floor) · 697,000 x 60 = USD 42 M/yr (midpoint) · 945,000 x 75 = USD 71 M/yr (ceiling). What is NOT in the number (boundary verified against the published niches, with no double counting and no gap):(1) Sal de Oro / POSCO, entirely — it is reported as a Salta project and the Catamarca niches already exclude it on that ground; if included it would add its 431 workers and up to 1,000 people at altitude during construction, and it is declared separately without being summed.(2) The clinic inside the camp, which is a camp asset but whose medical SERVICE belongs to the high-altitude health and rescue niche: that niche explicitly excludes «catering and camp» from its number, so the exclusion there and the inclusion here match.(3) The earthworks and civil works of the modules, which the earthworks niche counts and excludes from here by naming «camps and modules»; and the geomembranes, which the geosynthetics niche excludes by naming «camps». The three exclusions of those niches are exactly this niche's perimeter: no double counting and no gap is left between the four.(4) Personnel transport from the lowlands (Fénix's ~4 daily rotation flights), which is logistics, not accommodation.(5) MARA / Agua Rica: its RIGI plan is approved, with construction from Nov 1, 2027 and operation from Oct 1, 2031 verif Resolución 1854/2026; its construction has not yet started and it is not in the number: the resolution sets dates estimated by the company and Glencore has not published the final construction decision thesis.

Concentration Spending splits into two layers with different owners, and an entrant who fails to separate them loses the tender before bidding. The ASSET layer —the built camp, its bedrooms, its kitchen, its clinic— is resolved by the operator inside its own works: Fénix already has its central camp built verif Rio Tinto 2025 annual report, and Hombre Muerto Oeste included the expansion of its own, with dining hall, medical area and recreation area, in what its Phase 2 permit application requests verif Galan feasibility study, October 2023, which according to the company covers all the works prob SmallCaps article on Galan's notice of Jan 6, 2025. That layer is not tendered. The SERVICE layer —running the camp every day, feeding, cleaning, laundry, removing waste— is contracted, and there the provincial mining suppliers' chamber declared in 2023 two catering members for the four operations. The real concentration is not on the supply side: it is on the buy side. There are four operations and few people decide.

The rule that moves it

Here the regulatory framework does not create the demand —demand exists because people have to sleep and eat up there— but it decides who gets paid for it. The provincial supplier registry is both the door and the bottleneck:

See the underlying reading

The underlying policy that opens up this demand. It is the same inference declared by the rules and the program pillars pushing in this direction.

the RIGI promise is kept
enables
Re.P.E.M.: Catamarca's mining local-content rule is a resolution, not a law
See the rule →
The Re.P.E.M. is this niche's door and also its filter. It enables: mining companies have to award at least 70 % of their works, services and purchases each year to registrants (Resolución 498/2014, article 4), so being registered makes your invoice count toward that provincial minimum, and that translates into real preference at equal price and capability.
See the full legal grounds
The national RIGI local content percentage is something else: it counts goods and works, and camp and catering services do not enter it. It constrains: it requires a Catamarca domicile with two years' standing, half of the partners domiciled in the province, 70 % of the professional, technical or administrative employees from Catamarca and proof of registration with a suppliers' chamber, so before the formal procedure there is a trade-association one — and in camps that requirement is easier to meet than in any other segment at the salar, because the jobs it employs (kitchen, cleaning, laundry, module maintenance, stores) are learned in months and exist in the province. It is the segment where the local content requirement works in favor of the local entrant, not against it.

Where the number comes from

~USD 42 M/yr at the midpoint; the defensible range is USD 20-71 M/yr. More than a third of the market —USD 16 M/yr, the 267,000 operating bed-nights— depends on no future investment decision: it is four camps with people inside 365 days a year

See the calculation, the variables and how it was validated

The number is built from four variables that can be monitored, and three of the four are data rather than assumption. Change one and the total recalculates.

some 267 thousand bed-nights a year in operations + some 430 thousand in construction, at a bed-night price of USD 45 to 75 per person-day=~USD 42 M/yr at the midpoint; range USD 20-71 M/yr
People sleeping up there, concurrent731 in operations; 1,110-1,790 more during constructionannual review
Roster declared by each project, converted to concurrent using the 0.50 ratio that Fénix's own camp capacity confirms: Fénix 500 → 250, Sal de Vida 170 → 85, Hombre Muerto Oeste 225 → 113 (what Galan declares for the Phase 2 operation, not counting contractors), Tres Quebradas 565 → 283. And the regime is not merely a sector custom: a provincial resolution of December 2021, issued at the mining union's request, moved the cycle from 14x14 to 7x7 and authorizes no other regime, although it leaves the change to each company's discretion within those two.

Fénix's Phase 1B already produced in the second quarter of 2026 and is in commissioning, and Sal de Vida is in commissioning: two of the four peaks are ending. What sustains construction through 2029 is Hombre Muerto Oeste and the 2nd stage of Tres Quebradas.

The number rests on a few variables. The formula shows how it moves when each one changes; and each variable carries its freshness seal — how often it is worth revisiting. estim

No public bed-night price exists in Argentina, so we say so rather than disguise it: it is a declared assumption of USD 45-75 per person per day, the same one we use in Salta so that the two markets stay comparable. What is measured is the volume, and here the source was generous. We opened La Nación's report on Fénix and found three figures from the same source that check each other: 250 bedrooms, 250 people per day and 500 people involved, under a literal seven-on/seven-off regime. All three give the same result —for every two people on the roster, one is sleeping up there— so a conversion that is an assumption elsewhere is data here. The second leg is data too, not an estimate: the camp rate is 100%, because the infrastructure dossier states it literally and because the nearest town cannot host anyone. On top of that we counted the headcount of the four operations, separating what is already producing from what is under construction, and weighted each build by the share of the window it has left — two of the four construction peaks are ending. We cross-checked the total by a second route, capex times accommodation intensity, and it did not match: that is reported below too, instead of averaging the two into a comfortable number.

Coverage: the category map of CAPPROMIN, the provincial mining suppliers' chamber (19 categories and 123 memberships, as of 2023, of which 2 declared catering), and the member list of CASEMICA & ER, the sector's second chamber · Sep 14, 2026 · not reviewed: the Re.P.E.M., which is the compulsory provincial registry, publishes the total number of registered suppliers and their breakdown by department but not the list of names; and no operator publishes who holds the catering contract for each camp today
