Pillar statusON TRACKTrend▬ stable
The latest figure meets the promise we measure on this pillar.
What was promised
Shrink the State: less public employment, less spending, fewer ministries (there's no money).
Where it stands today
SIPA public employment: 3.385 million (Jul-2026: 3,384.8 thousand), -0.7% y/y (-22,800) and +0.1% in the month. Since the inheritance (Nov-2023: 3,484.3 thousand) it is down 99,500 jobs (-2.9%).⚠️ The arc grew compared with what we published last month (-88,400) without the month bringing cuts: July always falls in the non-seasonally-adjusted series (Jul-2025 also fell, from 3,426.4 to 3,407.6 thousand), and the seasonally adjusted series rises 0.1% in the month. Measured on that series, the arc since Nov-2023 is -82,600 (-2.4%). The arc is re-measured with each edition, because SIPA revises its series backwards. It is still the wage category that falls least: private loses 2.2% y/y and domestic work grows 0.5%.verif·Jul 2026↗

How it is computed: the source figure, untransformed
What it is measured against2
The inheritance of public employment: 3,484.3 thousand public-sector wage earners in November 2023 (SIPA). As of July 2026 it is down 99,500 jobs (-2.9%) in the original series; -82,600 (-2.4%) in the seasonally adjusted one. verif·Nov 2023↗
The other official measure of the downsizing: the headcount of the national public administration, state companies and corporations published by INDEC. In November 2023 it stood at 343,357 people; as of 31 August 2026 it is 269,025: -74,332 (-21.6%). The national public administration alone went from 233,098 to 181,880 (-51,218, -22.0%), and over the last year the total falls 5.8%. It measures a different universe from the SIPA figure above, which includes provinces and municipalities: that is why the two declines are neither added up nor compared as if they were the same. verif·Nov 2023↗
The comparison, on its own, does not attribute the change to any particular policy.
Our reading
Trend▬ stable (editorial reading, anchored to the data)
Public administration shrinks on both dimensions at once — activity (-1.6% y/y in the August 2026 EMAE) and payroll (-2.9% since the inheritance) — with no rebound → the adjustment that sustains the surplus is structural, not inflation-driven erosion. R1
Sustained lower public employment → rigid spending that does not come back → each year that passes, the surplus depends less on inflation erosion and more on structure. R1
A smaller State -> less domestic financing absorbed by the Treasury -> that credit is freed up for the private sector (Credit axis: the real stock has nearly doubled since the inheritance, crowding-in). R1+R3
Voluntary retirement with removal of the post (Decreto 1203/2026 and Resolución 43/2026 of the State Transformation Secretariat: sign-up from 1 to 30-Nov-2026, a bonus of up to 20 salaries plus 4 or 5 extra) → reducing headcount no longer depends on not renewing contracts and now eliminates permanent posts → personnel spending in the central administration falls permanently, in exchange for a one-off payment concentrated between December 2026 and the first months of 2027. R1
What we watchThe figure that would trigger the alert: SIPA public employment growing steadily or rigid spending expanding again. The seasonally adjusted payroll is almost flat in 2026 (3,390.6 thousand in January, 3,385.0 thousand in July, -0.2%; July rose 0.1%): the downsizing has stopped advancing. The vector is not the Executive's conviction — it sustained the adjustment while paying the political cost — but Congress forcing spending over vetoes. Watch monthly SIPA public employment and budget execution. NEXT OFFICIAL MOVE: the voluntary retirement scheme for the centralized national public administration (Decreto 1203/2026, Official Gazette of 19-Oct-2026; procedure in Resolución 43/2026 of the Secretariat of State Transformation and Public Service, Official Gazette of 23-Oct-2026). Sign-up runs from 1 to 30-Nov-2026 and the departing person's post is removed from the budget (except posts with executive functions). Watch how many sign up and whether the departures show up in INDEC's headcount and in SIPA public employment from December 2026 (published around March 2027). If they do not show up, or the posts are refilled, the downsizing has stalled.
Policies and rules related to this pillar6
We do not attribute this indicator to a single rule. Here we gather the policies and rules we track because they can affect the conditions related to this pillar, each with its status and its source.
These markets belong to sectors whose activity also shows up in relation to this pillar. We show them to connect the aggregate indicator with concrete markets for goods and services that we track in the large projects. Their presence here does not mean this indicator is the cause of that demand.
The pillar shows the economic context. For a company we run a different cross-check: which projects buy what you make, who buys, when that purchase appears and what you would need to prepare to get in.
