Tax burden / tax cuts

-10.3%
Sep-2026 tax revenue · +38.3% y/y nominal, ~3.7% above inflation because of the calendar and the comparison base · the 12-month real series is down 10.3%: $28.6 trillion that no longer came out of Argentine pockets estim Sep 2026
Pillar statusON TRACKTrend▬ stable
The latest figure meets the promise we measure on this pillar.

What was promised

Cut taxes without breaking the balance: eliminate the PAÍS tax, reduce export duties, restore competitiveness (the Argentine cost).

Where it stands today

ARCA tax revenue for September 2026: $21,358,918 million, +38.3% y/y nominal. Against the same month's CPI (33.4% y/y) revenue rises about 3.7% in real terms estim. The month's rise has two explanations given by ARCA itself, and neither is a tax increase: Income Tax (+63.3%, $4,772,938 M) received the first advance payment of individuals for fiscal year 2026, which the previous year had fallen due in August; and export duties (+99.2%, $1,121,551 M) are compared against September 2025, when Decreto 682/2025 had temporarily allowed a 0% rate for soybeans, wheat, corn and other products. The January-September total is $174,404,905 M, +29.4% y/y nominal, that is, below inflation for the period. The rest of the month: Social Security +35.4% ($4,973,568 M) and net VAT, the tax that follows consumption, lags behind at +26.1% ($6,918,462 M). verif Sep 2026 ↗

The historical series

What it is measured against1

The inherited tax burden, measured properly: revenue for the twelve months ended September 2026 equals $250.1 trillion in September 2026 pesos, against $278.7 trillion for the twelve months ended November 2023 — that is, 10.3% LESS in real terms. ⚠️ This is the axis where the published number points the opposite way from the arc: September's +38.3% nominal year-on-year reads as rising revenue, and what the real series shows is a State collecting less than the one it inherited. ⛔ The arc does NOT go in nominal pesos: the same twelve months give ×5.66 and almost all of it is inflation. And NOT month against month: revenue is strongly seasonal —May and July carry Income Tax deadlines— so comparing November with July would measure the calendar, not policy. ⭐ And THE MISSING HALF, because without it the figure reads backwards: falling real revenue can be a tax cut or a shrinking economy, and the number alone cannot tell the two apart. Here the other series tell them apart: exports rose 32.0% —USD 76,378 M in the first twelve months of the series (Nov-2023 to Oct-2024) against USD 100,845 M in the last twelve (Oct-2025 to Sep-2026), current dollars— and activity (EMAE) averaged +1.8% year on year in the twelve months to August 2026, with 8 of 12 rising. So the State takes a SMALLER slice of a LARGER economy, which is exactly what the axis's promise says. ⚠️ The export comparison does NOT go against Nov-2023: the series starts there, so a twelve-month total to that date would have a single month. The first twelve full months are compared against the last twelve. estim Nov 2023

The comparison, on its own, does not attribute the change to any particular policy.

Our reading

Trend▬ stable (editorial reading, anchored to the data)
What it enables if sustained thesis
Cutting taxes WITH a surplus → the cut is credible and permanent (it is not reversed in the next crisis) → it changes the investment-location calculation for decades. R4+R1
June turned real-negative again (~-7.3%) with export duties -27.8% → this is the tax cut executing itself (wheat went from 7.5% to 5.5% WITHIN the month) with the anchor intact → it enables the next round (export duties, the check tax). The INDUSTRIAL leg of that round already executed on Jul 1 (Decreto 566/2026: export duties to 0%/schedule for industrial goods and the automotive chain), ahead of the date committed with the IMF; the agriculture path and the check tax remain. R4
Lower export duties → the exporter's netback improves → more profitable wells and hectares (Production and Exports pillars). R5
What we watchThat the tax cut breaks the anchor (R1 · lowers country risk): if real revenue falls faster than spending, the surplus erodes. A structural tension of the program: watch monthly ARCA against the fiscal result.

Markets linked to this pillar3

These markets belong to sectors whose activity also shows up in relation to this pillar. We show them to connect the aggregate indicator with concrete markets for goods and services that we track in the large projects. Their presence here does not mean this indicator is the cause of that demand.

Which part of this can reach your company?

The pillar shows the economic context. For a company we run a different cross-check: which projects buy what you make, who buys, when that purchase appears and what you would need to prepare to get in.
