Monitoring, reporting and verification (MRV/LDAR) of methane and GHG
Since 2025, under Resolución 258/2025, Neuquén has required methane in the hydrocarbons sector to be measured, reported and verified, and Disposición 1/2026 applied that obligation first to exploration and production operators; transport, processing and refining are left for future protocols. That regulation creates a services market that on the local side we have not yet found covered. You do not get in here by building the satellite or the laser aircraft —those already have a global owner— but with the recurring field service and with third-party verification, which the regulation already requires of the large operators and whose provincial criteria for 2027-2030 have not yet been published. The requirement steps up through 2030: whoever prepares today arrives just as it bites thesis.

What the market is made of
The number is not one block: it is built by adding seven service lines across the regulated universe (~12 operators, ~300-600 surface installations). The accent marks the part where there is no global owner - field service, software, consultancy and verification; satellite and laser overflight already have a foreign incumbent.
Satellite (global providers) and laser overflight: technology with a global owner and a very high R&D barrier — a local player does not build it, at most resells or integrates it. Plus the inventory the majors build in-house with their global consultancies. estim
Recurring field leak detection, third-party verification, inventory software and consultancy for small operators, and local integration of the satellite data. Against the TAM (~7-18M): ~USD 4-9M/year. estim
A credible entrant could take ~USD 1.5-4M/year within 2-4 years — starting with field leak inspection for 2-3 mid-size operators + third-party verification once the Province publishes its criteria. The regulatory ramp to 2030 widens the wedge year by year. estim
Who really pays?
The obvious name (the operator) pays almost all of it, but not alone: the Province sets the verification rules and can re-verify. Three doors:
The ~12 field operators of Vaca Muerta, according to the March 2023 press survey; after supplier onboarding.
Disposición 1/2026 asks operators producing 9 million barrels of oil equivalent per year or more to submit, for 2025 and 2026, third-party verification if they have already done it or have it planned, and leaves to be defined in 2026 «both the verification schedule and the Provincial criteria for carrying it out for the years 2027-2030».
Disposición 1/2026 empowers it to request documentation to re-verify a sample of the verified reports, and the industry press reports state audits with their own measurement. Whether those measurements are contracted out or done by the agency itself is not published.

What leads demand in this market is not drilling: it is the regulation's calendar and what the Province still has to define.
If reporting relies on generic factors with no audit and no penalty, operators minimise measurement and reporting spend and the market settles into cheap paper consultancy.

YPF, Shell and Total already have their own measurement teams and real-time centres: they can bring leak detection in-house and buy the satellite direct from its owner, shrinking the share that gets outsourced. Structural. thesis

The opportunity in depth
Leak detection and repair as a contracted service: crews with a gas camera, thermal drones and inventory software, based in Añelo or Neuquén, for the inspection that repeats installation by installation and that the higher tiers require towards 2030.
Third-party verification: for 2025 and 2026, Disposición 1/2026 asks the large operators to submit the verification they already carry out, and leaves the definition of the provincial criteria for 2027 to 2030 for 2026 verif. A verifier accredited to the ISO 14064 standard, alone or allied with the regional university, that prepares for those criteria competes for a service that recurs with every annual inventory thesis.
Turnkey inventory software and consultancy for operators producing less than 9 million barrels of oil equivalent per year and for the areas yet to be awarded: building the inventory and the reduction plan.
Local integrator of the foreign satellite and aerial data, translated into the five-tier report Neuquén requires.

Local oilfield services company; it already communicates about gas leaks and losses. A natural candidate to move into field LDAR, not yet established as a dedicated measurement and reporting supplier.
Disposición 1/2026 asks operators producing 9 million barrels of oil equivalent per year or more to submit, for 2025 and 2026, third-party verification of their report if they have already done it or have it planned —«the one they are already carrying out»—, and leaves the provincial verification criteria for 2027 to 2030 to be defined in 2026 verif. ⇒ verification is not a vacant role: the opening is meeting those criteria once they are published. The industry press cites universities or specialised organisations as possible verifiers prob.
They operate in waste and water, not in air and methane measurement: their business is the water and waste market, not this one.

The number is our own estimate. The calculation, step by step, is below.
The full calculation, step by step
Concentration Low and fragmented by technology, and on the local service side it is a nascent market. Satellite and laser overflight are dominated by foreign players with no local presence; the gas cameras come from global manufacturers. We did not find an established local supplier of field leak inspection, nor a local inventory platform —and the survey was of players, not of a register—. Verification is already hired by the large operators, and the provincial criteria that will apply from 2027 have not yet been published. On the field service side the market is open thesis.
The rule that moves it
The engine of this market is provincial: Neuquén's Resolution 258/2025 creates the obligation. The federal RIGI adds a second, commercial reason.

The regulation that creates the market has been read in the Official Gazette: Resolución 258/2025 requires methane in the sector to be measured, reported and verified, and Disposición 1/2026 sets the procedure: today it covers exploration and production operators, with a five-tier schedule through 2030. On that regulated universe the number is built line by line. The input that moves it most —how many surface facilities there are, between 300 and 600— is an explicit assumption with no public count, and service prices are international benchmarks: that is why it is an order-of-magnitude estimate and not a fine figure.⛔ And verification is not a vacant role: the Disposición already requires third-party verified reports from the large operators, and what remains to be published are the provincial criteria for 2027-2030. That there is no established local supplier of leak inspection, by contrast, would require checking a register, and what lies behind it is a survey of players —seven, all global except one adjacent local candidate—. That is why it is written «we did not find» and never «it does not exist».
Coverage: the text of Disposición 1/2026, which already requires third-party verified reports from the large operators and leaves the provincial verification criteria for 2027-2030 for 2026, and a survey of the market players: seven, all of them global except one adjacent local candidate · Sep 14, 2026 · not reviewed: no registry was reviewed: not the Certified Neuquén Suppliers one in the environmental and HSE categories, nor the register of authorised providers of the provincial environmental authority, nor the operators' awards of environmental services
